Direct deposits of the second round of the Golden State Stimulus were issued between Sept. 1 and Oct. 31. However, a number of factors could have delayed those payments of up to $1,100, leaving some families in the lurch.
First, payments via paper check typically take longer. According to the Franchise Tax Board, payments are being sent out by the last three digits on the ZIP code of a taxpayer's 2020 tax return. For example, checks headed for residents in Lancaster's 93551 ZIP code are scheduled to start going out this week, through Nov. 19. But even then, the Franchise Tax Board says taxpayers should allow for as much as three weeks for checks to arrive.
The Golden State Stimulus was expanded over the summer to Californians earning between $30,000 and $75,000. Nearly two-thirds of California residents were eligible for the expanded stimulus program. To qualify, residents had to file their 2020 taxes by Oct. 15, have a California Adjusted Gross Income of less than $75,000, be a California resident for more than half of the 2020 tax year, be a California resident on the date the payment is issued, and not be claimed as a dependent by another tax payer. Married couples who filed jointly and made more than $75,000 did not qualify for a stimulus payment. Californians who qualified for the first round of Golden State stimulus and has at least one dependent can expect to receive $500 in this second round. A taxpayer who does not have a dependent and did not qualify for the first round, but is eligible for the second round, can expect to receive $600. Taxpayers who did not qualify for the first round, has one or more dependents and qualifies for the second round can receive up to $1,100. The date on which a taxpayer filed their 2020 taxes also impacts when their stimulus payment will be paid out. If the tax return was filed after Sept. 1, the Franchise Tax Board says taxpayers should allow up to 45 days after it has been processed.

Gavin Newsom signed California’s budget for 2022-2023, which included direct payments of $350 to $1,050 for 23 million Californians—more than half of the state’s residents. Direct deposit payments started rolling out on October 7. The state has an information page for the Middle-Class Tax Refund, which includes a calculator for estimating your payment amount. When and How Will Payments Be Issued?Stimulus payments will be issued by California’s Franchise Tax Board (FTB) via direct deposit and debit cards. If you received either of the two previous Golden State Stimulus payments by direct deposit, you’ll receive your Middle Class Tax Refund by direct deposit between October 7 and October 25. Otherwise, if you filed your 2020 California tax return electronically and got a refund by direct deposit, you can expect to receive a direct deposit between October 28 and November 14. Debit cards will be used to distribute the remaining payments. If you received the Golden State Stimulus by debit card, you can expect to receive a debit card for the Middle Class Tax Refund. All payments by debit card will be sent by January 15, 2023. The FTB expects 90% of payments to be issued in October. Middle Class Tax Refund EligibilityTwenty-three million residents are expected to qualify for the Middle-Class Tax Refund. To qualify, you must have filed your 2020 state tax return by October 15, 2021, and been a California resident for at least six months in 2020. You must not be listed as a dependent on someone else’s return for the 2020 tax year, and you must be a California resident on the date your payment is issued. The payments will be offered on a sliding scale, based on income and tax-filing status. Low-income tax filers with at least one dependent stand to receive the highest payouts. Like the two previous Golden State Stimulus payments, individuals who earn more than $75,000 will not receive the full benefit, but other details have changed. What Else Is in the Inflation Relief Package?Along with stimulus payments, the $17 billion inflation-relief package within the larger state budget includes a temporary suspension of state diesel taxes and help with rent and utility costs. Diesel Tax HolidayCalifornia’s budget package doesn’t include a suspension of the state’s gas tax, which is the highest in the U.S. at 68 cents per gallon. The budget will, however, include a suspension of the state sales tax on diesel fuel for 12 months, starting on Oct. 1. The budget also includes a $14.8 billion infrastructure and transportation package, as well as more than $200 million in additional funding that will go toward reproductive health care services. California’s new budget also provides universal access to health coverage for low-income residents aged 26 to 49, regardless of immigration status, becoming the first state to do so.
