UPDATE: I called American Express later when their system was back up. It turned out, the call WAS INDEED legitimate. There were 3 suspicious attempts made on my card, not made by me. They confirmed that they were making the calls.

I received an unrecognizable call on my cellphone. Since I have a practice of not responding to them, I waited to see if they leave a message. They did. I received what may or may not be a rebot call. "This is the American Express Identity Protection Team. This is not a sales call. Please return this call at 1-888-800-5234 or by dialing the phone number on the back of your card. We are available 24 hours a day every day. Please call us back at your earliest convenience. Thank you".
When I called the number on the back of my card, they claimed their system is down and cannot look up my account. I couldn't even get them to confirm whether or not the phone number received was valid.
Therefore I looked the phone number up here. Looks like it's likely a scam.
Such messages though are often valid when they receive suspicious charges.
